The time is right to join HNTB Corporation! HNTB is currently seeking a Sr.Project Managerto lead our Disaster Recovery Program in our Houston, Texas office.
Responsible for the leadership and management of team in support of the project’s profitable operation. Responsible for proactively managing the projects technical budget (direct labor and expenses, including technical sub-consultants), schedule, technical requirements, contractual obligations, project communications and HNTB’s 4 for 4 (Consistent delivery of quality work, on time, on budget and to the client’s satisfaction on every project) performance. Responsible for gross revenue of $10M-30M.
Actively manages project scope, schedule and budget. Serves as the primary client liaison to bring the schedule, budgets and scope of work to completion and to the client’s satisfaction.
Implements the firm’s project delivery plan using HNTB’s Sophisticated Delivery Approach (SDA) on each project.
Develops project scope and fee quotation, and assists in the preparation of proposals and contracts.
Provides oversight and monitoring of work to less experienced project managers. Coordinates work efforts and review work performed. Schedules and manages for integration of quality management during all phases of a project.
Oversees project staffing with departments, offices and divisions.
Performs other duties as assigned.
Serves as interface with the clients for program development and implementation
Manages infrastructure programs and HNTB program teams
Provides guidance and support for housing programs as necessary
Develops program and project ideas, strategies and concepts that provide value for the client
Develops fee proposals for work opportunities
Coordinates and ensures the development and maintenance of work plan, quality plan, risk management plan, change management plan, technology plan and document control plan for program and projects in compliance with HNTB guidelines and policies
Coordinates with management to ensure required resources are available for programs and projects
Develops program guidelines and policies and procedures to ensure program compliance
Coordinates necessary training for the program team
Coordinates the development of weekly progress reports for submittal to management and the client
Leads the development of program benchmarks and goals
Coordinates with teaming partners to ensure their assigned scope is being performed as defined
Manages project and program to ensure delivery of 4 for 4
Ensures overall compliance of all aspects of program
Work with GLO, HUD, and OIG during project compliance and monitoring inspections of CDBG-DR infrastructure projects
Works with TDEM during project compliance and monitoring of FEMA projects
Works with TxDOT during project compliance and monitoring of FHWA ER projects
Develops strategies for expediting reimbursements for the client
Oversees project and program closeout for full compliance

Bachelor's degree in Engineering or relevant degree
16 years relevant experience
In lieu of education, 20 years relevant experience
Engineering degree or equivalent
Minimum of two (2) years of experience (5 years preferred) supervising or managing CDBG-DR projects from implementation to close out preferred
Minimum of two (2) years of experience (5 years preferred) supervising or managing FEMA Public Assistance (PA) projects from implementation to close out preferred
Experience with developing and submitting FEMA Hazard Mitigation Grant Program (HMGP) applications preferred
Experience developing and administering CDBG-DR guidelines and policies & procedures preferred
Experience developing and administering FEMA PA guidelines and policies & procedures preferred
Experience developing and administering FHWA ER guidelines and policies & procedures preferred
Experience with HUD CDBG-DR compliance requirements preferred
Experience with FEMA PA compliance requirements preferred
Experience with FHWA ER compliance requirements preferred
Must be able to travel to other offices and project locations
Travel per month between 10%-25%
Must be prepared to work some nights and weekends
Demonstrate excellent verbal and written communications skills

General Work Conditions
Combination Office and Field Environment: Most work is performed in an office environment in which there is only minimal exposure to potentially unpleasant working conditions. Incumbent must have the ability to stand and sit frequently and reach horizontally as well as vertically for overhead use. Work may infrequently be performed at client’s job site, construction trailer, and in the field. Work may sometimes require working in inclement weather, working in a construction site, being exposed to heavy construction equipment and doing extensive walking. Adherence to applicable safety protocol is required.
