The initial assignment with this position is a key part of the project controls team on one of Philadelphia’s largest, most complex transit projects. This design project is a multi-discipline final design effort that includes elevated structures and stations, roadway and civil work, architectural facilities, and ancillary supporting design over 2+ years with follow-on support during the construction phases. This unique opportunity is one that comes along only once or twice in a person’s career. As a member of this team, you will support the planning and performance of the project and provide the analysis and recommended actions based on original planning and current forecasts.
Additionally, this position is responsible for effectively and proactively establishing, maintaining, and reporting on cost controls and schedules for this and future projects. This position plans and establishes cost and schedule work breakdown structures and metrics, collects performance data (installed qualities, expended labor hours and other progress measurements), tracks data, analyzes earned value and performance, supports the risk management process, and reports out findings.
What You’ll Do:
Prepare and analyze master project/program schedule, baseline schedules, progress schedules, specialty schedules, schedules analysis and project progress reporting. Works with schedulers, as appropriate, to perform schedule duties as defined. Provide or review schedule updates, produce exception reports of schedule deviations, and recommend recovery plans.
Develop cost estimates, including conceptual estimates, change order estimates, and other estimates as defined. Develop cost report templates, as needed. Prepare and issue budget/cost and change management reports. Produce regular budget/cost reports, including current status, forecast at completion, and variance versus baseline budget.
Oversee and maintain project management control system (PMCS) and/or document controls system, as relevant. Oversee document control resources and/or perform document controls responsibilities for engineering, procurement and construction documentation.
Establish and/or maintain project controls procedures for projects, including cost estimating, budget/cost management, scheduling, document control, reporting, risk management and claims analysis functions.
Assess the cost and schedule impacts of design/construction changes and assist project leadership / staff in developing workarounds and schedule recovery plans. Identify trends and deviations and recommend corrective measures to be implemented. Regularly communicates to project management regarding deviations, risks, and trends that are, or may, impact project cost and schedule. Analyze issues to determine root causes of variances and make recommendations for correcting deviations to maintain cost and schedule targets.
Develop and produce reports for client and project management (PM) staff to monitor progress and status of project. Prepares PM for internal and external meetings by providing reports, analysis, and backup documentation to assist in the management of the project and dissemination of information/ reports/ deliverables to the PM, client, and stakeholders.

What You’ll Need:
Bachelor's degree in Engineering, Architecture, Construction Management or Business
7 years related experience
In lieu of education, 11 years related experience
One or more of following certifications (or equivalent): PMP, PSP, EVP, CCP, CEP, DRMP
In-depth knowledge of e-Builder, ProjectWise, and SharePoint
In-depth knowledge of Primavera P6 and Microsoft Project
Good communication, and very organized
Comfortable with developing and executing management plans for the project, such as Project Management Plans, Document Control Plans, Communication Plans, Training Aides, etc.
PMIS experience with projects over $25 million in design fee
Project Controls experience in all phases of project lifecycle (e.g., predesign, design, procurement, construction, and postconstruction phases)
Project Controls experience working on large, complex design projects
