This opportunity entails being responsible for working with public agencies and private individuals to identify, negotiate, and purchase private property for public use or private projects.

What You'll Do:

  • Prepares offer and conveyance documents for property being acquired for transportation or utility projects.

  • Reviews title work to determine ownership and encumbrances needing to be cleared, as well as appraisals to understand the basis of the offer and impact to the property.

  • Meets or communicates with property owners to negotiate the offer for the proposed right of way. Reports to lead right of way agent for project and/or right of way manager.

  • May provide guidance and mentorship to Right of Way Agent I's, assisting with document preparation and negotiations with property owners.

  • Performs other duties as assigned.

What You'll Need:

  • HS/GED and 6 years experience with right of way (DOT, transit or utility) or other relevant experience.

  • Real estate license, as required by state law.

What We Prefer:

  • Bachelor's degree and certification/designation in at least one of the following: IRWA RWA, RWP; cost estimating; scheduling; or Project Management Professional (PMP).

  • Under the general direction of management and in coordination with various disciplines and/or groups, provide support to transportation projects requiring right-of-way services and support.

  • Broad knowledge of R/W theories, principles, and practices of R/W services, including appraisal, acquisition, relocation, property management, utilities, environmental, condemnation, contracts, and general real estate law, regulations, and federal, state and local agencies, and documentation requirements.

  • Working knowledge and familiarity with the Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally Assisted Programs (Uniform Act)

  • Reviews engineering/design plans to identify R/W needs and assess impacts

  • Review project documents including but not limited to engineered design plans, environmental documents, and project reports.

  • Prepares and/or reviews R/W documents including but not limited to cost estimates, R/W Acquisition Management Plans, permits to enter, appraisals, and offer documents.

  • Prepares and reports to management, orally and in writing, on findings, and recommended dispositions.

  • Prepares, manages, and updates detailed spreadsheets and dashboards that include R/W data.

  • Extensive understanding and experience with Excel and MS Project or Primavera P6.

  • Coordinate with internal disciplines to respond to client and/or owner questions related to design, R/W needs, and/or construction elements.

  • Field/site investigations to identify businesses/tenants, site use/access, billboards, cell towers, etc.

The approximate pay range for Los Angeles Metro Area and Orange County, CA is $91,259.50 - $142,739.20. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
