HNTB Project Controls Specialist in Midvale, Utah

This position will be a full-time position dedicated to working on HNTB’s Program Management Contract with UTA and with a team of other HNTB, subconsultant, and UTA employed Project Controls Specialists. The primary work location will be onsite at UTA’s headquarters office located at 669 West 200 South, Salt Lake City, UT. There will be occasion where work will occur at HNTB’s Salt Lake City Office, located at 7730 S. Union Park Avenue, Suite 110.
This position has three major areas of responsibility: project controls for individual projects; project financial reporting for Capital Projects department; and management of UTA’s web-based project control system, called IPCS.
Manages all project control activities associated with the planning and distribution of resources from federal, state, local and UTA sources for various capital projects, including but not limited to Street Car, Light Rail, Commuter Rail, Bus Rapid Transit, UTA facilities, Information Technology, Safety, Security, Mobility Management, Real Estate, Transit Oriented Development and Planning projects.
Oversees multiple design and construction schedules and budgets to ensure necessary resources are forecast and available for each project. Prepares staffing plans including contractor and consultant requirements for all projects and coordinates budgeting activities for multiple projects concurrently according to UTA and Federal Transportation Administration (FTA) project requirements. Oversees and reviews project schedules to monitor progress for each project.
Regularly updates records and prepares multiple status reports, documenting the cost status for all projects. Monitors procurement schedules for purchasing to allocate staff, contractor/consultant, and other costs to proper projects and grants. Coordinates project control activities with project management teams, consultant schedulers, contract administrators and UTA Accounting department. Provides grant support and administration services for multiple UTA departments including reviewing MPR’s and FFR’s for consistency before they are submitted to FTA.
What You’ll Do:
Prepare and analyze master project/program schedule, baseline schedules, progress schedules, specialty schedules, schedules analysis and project progress reporting. Works with schedulers, as appropriate, to perform schedule duties as defined. Provide or review schedule updates, produce exception reports of schedule deviations, and recommend recovery plans.
Develop cost estimates, including conceptual estimates, change order estimates, and other estimates as defined. Develop cost report templates, as needed. Prepare and issue budget/cost and change management reports. Produce regular budget/cost reports, including current status, forecast at completion, and variance versus baseline budget.
Oversee and maintain project management control system (PMCS) and/or document controls system, as relevant. Oversee document control resources and/or perform document controls responsibilities for engineering, procurement and construction documentation.
Establish and/or maintain project controls procedures for projects, including cost estimating, budget/cost management, scheduling, document control, reporting, risk management and claims analysis functions.
Assess the cost and schedule impacts of design/construction changes and assist project leadership / staff in developing workarounds and schedule recovery plans. Identify trends and deviations and recommend corrective measures to be implemented. Regularly communicates to project management regarding deviations, risks, and trends that are, or may, impact project cost and schedule. Analyze issues to determine root causes of variances and make recommendations for correcting deviations to maintain cost and schedule targets.
Develop and produce reports for client and project management (PM) staff to monitor progress and status of project. Prepares PM for internal and external meetings by providing reports, analysis, and backup documentation to assist in the management of the project and dissemination of information/ reports/ deliverables to the PM, client, and stakeholders.

What You’ll Need:
Bachelor's degree in Engineering, Architecture, Construction Management or Business
7 years related experience
In lieu of education, 11 years related experience
What We Prefer:
One or more of the following AACE certifications: PSP, EVP, CCP, CEP, DRMP
Familiarity with contracts process and requirements (RFP, RFQ, RFI, MOU, NTP, change orders, etc.)
Bonding and insurance requirements for contractors
Disadvantage Business requirements
Understanding of Federal Requirements regarding Grants and Grant Administration
LaserFiche, DocuSign, JD Edwards and IPCS Integrated Project Control System preferred
MS Office, including Word, Excel, Outlook – Advanced
MS Project or Primavera
Organizational skills
Verbal and written communication skills
Multi-tasking skills
Customer service skills
Ability to coordinate a multi-disciplinary team of staff engineers, project managers, IT personnel, bus and rail operations and maintenance, and consultants.
