The time is right to join HNTB Corporation! HNTB is currently seeking a Project Quality Manager in our New York, New York office.

Job Summary

Develop, implement and manage the quality of project deliverables through a Project Quality Plan (PQP) meeting the requirements of the HNTB Quality Management System (QMS) and project/client requirements. Achieve client approval of the Project Quality Plan when necessary, and work with project management to incorporate the PQP into an overall Program Management Plan when necessary. Provide initial and recurring training to project team members on the PQP. Proactively work with the project team to ensure compliance with the PQP including the oversight of quality check and review activities. Manage quality of subconsultant work. Develop and manage project quality performance metrics and report to project/office leadership and client when required. Manage quality audit and corrective/preventive action systems. When contractually required, review, approve and oversee quality programs of the client or other entities under contract to the client.

Essential Responsibility

  • Working in conjunction with the Project Manager (PM), and Task/Functional Leads, using the Client Deliverable Quality Matrix (CDQM), identify project deliverables and determine necessary quality check and review activities for each deliverable based upon complexity and risk in order to capture schedule, resources and budget needs for incorporation in the Work Plan. Requires participation in the Contract Work Plan (CWP) Tiger Team. Manage the CDQM for the duration of the project.

  • Developing the and maintaining the PQP for the project (either Standard or Custom) based upon the HNTB QMS and any applicable client/project requirements. Working with the PM and the Client to obtain client approval of the PQP when required.

  • Performing Quality Assurance (QA) Reviews of project deliverables, as dictated by the Client Deliverable Quality Matrix

  • Providing or overseeing initial and recurring PQP training for project team members, including Subconsultants when necessary.

  • Reviewing and approving Subconsultant Quality plans when necessary, and auditing subs for compliance.

  • Manage quality audit and corrective/preventive action systems on projects when required.

  • Developing and reporting on project quality performance metrics to project team and Office Management Team (OMT), including fulfillment of the CDQM and compliance with the PQP as part of Monthly Project Reviews.

  • Facilitate continual improvement and share lessons learned/best practices with project team, OMT, Division Quality Managers (DQM), Division Delivery Officers (DDO), and the Corporate Quality Director (CQD).

  • Perform other duties as assigned.

Basic Qualification

Bachelor’s degree in Quality Management/Engineering, Civil Engineering, Industrial Engineering, or other related engineering or math/science degree. When contractually required by client, may also require PE license or ASQ Certification.

5 years of previous experience developing and implementing project quality plans meeting corporate and client requirements, including ISO 9001, FTA or other quality system requirements. Experience managing and overseeing project teams.

Preferred Qualification/Skills

Certifications/Licenses: American Society for Quality (ASQ) Certified Manager of Quality/Organizational Excellence, Certified Quality Engineer, or Certified Quality Auditor.

General Work Conditions

Combination Office and Field Environment: Most work is performed in an office environment in which there is only minimal exposure to potentially unpleasant working conditions. Incumbent must have the ability to stand and sit frequently and reach horizontally as well as vertically for overhead use. Work may infrequently be performed at client’s job site, construction trailer, and in the field. Work may sometimes require working in inclement weather, working in a construction site, being exposed to heavy construction equipment and doing extensive walking. Adherence to applicable safety protocol is required.
