HNTB Senior Digital Equity Planner in Oakland, California

This position will be working alongside team members and leaders who have a variety of specialties and backgrounds – including geospatial systems development, planning, communications, and equity analysis. The ideal candidate will possess a strong and experienced background in geoanalytics that focuses on community planning, social equity, inclusion and diversity, and environmental planning practices using GIS or related tools and processes.
This position is part of HNTB’s Digital Solutions Group within the Community and Engagement Solutions Section. Comprised of geospatial system developers, planners and engagement experts, this team works with the most innovative geospatial applications in the transportation industry. The Community and Engagement Solutions Section implements and manages enterprise GIS solutions, applications, and analytic dashboards. This team works collaboratively with other HNTB digital innovators and experts to support data-driven solutions with a focus on equitable community outreach, urban mobility and transportation planning.
This opportunity includes:
Gathering census statistics and analyzing multiple iterations and scenarios against project boundaries
Establishing equity priority communities for a project area, compared against regional, statewide or national averages
Developing community profile infographics (static or interactive) based on project area
Exploring datasets specific to project locations, for example LEHD datasets or public health data
Evaluating community patterns of change and comparison geography
Staying up to date on trends, new technologies and state or federal policy related to transportation equity
Developing ETL or scripted, data-driven processes
Developing dashboards and interactive web mapping applications for project team analytic, public engagement, and stakeholder decision making
Listening to the needs and requests of clients and internal project teams to develop clear and concise requirements and leading technical teams in the delivery thereof
Supporting project analytics for environmental planning processes such as NEPA, PEL, EA/EIS, and FONSI
Incorporating the results of equity analytics into presentation format and presenting those findings
What You’ll Do:
Develops or customizes complex geospatial applications using comprehensive geospatial knowledge, project requirements and an understanding of client needs.
Assists client in determining survey and mapping needs and the most effective collection methods and technologies to meet those needs. Meets with client and technology staff to define and document system requirements. Develops system configuration specifications, conceptual and logical workflow and business process diagrams for system development or customization.
Creates and executes moderately complex system implementations according to established timeline, budget and quality expectations.
Leads projects of medium to large scope. Assists in the development of project scope, fees and proposals.
Serves as a technical resource in the application of one or more geospatial platform technologies, such as Esri, Bentley, Autodesk, and Certainty 3D. Provides user support and solves moderately complex technical problems with geospatial systems.
Codes, tests, debugs and configures solutions at a moderate difficulty level. May perform peer reviews on work performed by junior staff. Thoroughly documents and tests all work produced.
Recommends enhancements or changes to technology, methodology and process standards. Interactively and incrementally improves both products and processes.
Performs other duties as assigned.
What You’ll Need:
Bachelor's degree in Computer Science, Information Technology, Engineering, Geography or other related degree
5 years related experience
In lieu of education, 9 years related experience

What We Prefer:
Background experience and passion for using geospatial tools and processes to measure equity, inclusion, and community demographics
Strong understanding of Census demographics
Expertise in the application of ArcGIS Online or Portal and ArcGIS Pro, including Experience Builder and Dashboards
Familiar with scripting languages, such as Python and Arcade
Understanding and exposure to various databases such as Oracle, SQL Server, or Postgres
GIS analysis skills, especially in the realm of transportation and environmental planning
Strong written, verbal, and interpersonal communications skills
Understanding of UI/UX principles
Understanding of secure, modern and collaborative data sharing practices using ArcGIS Online, OneDrive, SharePoint, or related platforms
Experience working with EJScreen, Climate and Economic Justice Screening tool is a plus
GISP Certification is a plus

The approximate pay range for New York City and Westchester County, NY is $106,445.94 - $173,429.55. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
