HNTB Track Allocation and Rail Safety Manager in Oakland, California

This opportunity entails refining an existing process for track allocation to suit a new configuration of the rail transit system. This will include developing track allocation guidelines, priorities, request content, process and approval, distribution of information, authorization, revisions, and documentation. Coordinates track allocation amongst multiple contracts and agency maintenance crews. Arranges agency crew support to create safe work zones and maintains equipment required for this establishment. Issue track allocation permits and schedules. Monitors compliance with track allocation permit adherence.

This opportunity entails refining an existing safety policy for roadway worker protection to suit a new configuration of the rail transit system. This will include developing roadway worker safety training procedures, rules, presentation and documentation. Schedules safety training and arranges for trainers and meeting space. Certifies trainees in their knowledge of the rules of roadway worker protection.

Management of staff required to perform the above tasks for administration and coordination on a program of a diverse and complex nature. Supervises assigned staff to verify that all actions are in accordance with policies and procedures. Primary on-site liaison between Client, Company Personnel, Agency Maintenance Teams, and Contractors.

This project has electric trains powered by a 25kV OCS system.

Work is based in San Mateo, CA.

What You'll Do:

  • Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).

  • Coordinates project activities establishes priorities and staff to jobs. Prepares Summary Inspection Report of Daily activities. Monitors contractor progress and compares with the reviewed progress schedule. Resolves technical field issues, and coordinates with Architects and Engineers for timely and accurate responses to requests for information.

  • Oversees project controls including checking contractors’ controls, coordination of schedule, and reviewing contractors’ schedule.

  • Reviews submittals for conformance to plans and specifications. Develops strategies with the contractor to create submittal packages that conform to schedule requirements.

  • Implements the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives. Identifies and resolves non-compliant work.

  • Provides interpretation and enforcement of contract plans and specifications. Develops strategies with the contractor to create submittal packages that conform to schedule requirements.

  • Confirms change order requests, develops estimates, negotiates costs, and writes change orders.

  • Provides cost control on projects and quality control within discipline.

  • Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships and pursuit efforts for mega and super mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for mini-mega, mega, or super mega projects to the client as well as general presentations within the industry and community.

  • May be responsible for the recruitment, hiring, development, and retention of construction staff, including development of plan for staff reporting, performance and compensation reviews, and succession.

  • Performs other duties as assigned.

What You'll Need:

  • Bachelor’s degree in Construction Management, Architecture, Engineering, or relevant degree and 12 years relevant experience, or

  • In lieu of education, 16 years of relevant experience.

What You'll Bring:

  • Successfully delivering 4for4 (on-time, on-budget, quality, client satisfaction) on a multi-disciplined and large/complex project. Identifying and handling risk and change management independently.

  • Coordinating large teams inside and outside of HNTB with assigned staff.

  • Using system tools to manage, monitor, and deliver complex project goals.

  • Leading HNTB Sophisticated processes as applicable to the project.

  • Serving as the lead interface with the client in this subject matter.

  • Understanding the isolation process for TPSS switches and grounding of overhead lines.

What We Prefer:

  • 15 years relevant experience.

  • In lieu of education, 19 years of relevant experience.

  • Professional Engineer (PE), Project Management Professional (PMP)

The approximate pay range for California is $183,576.85 - $333,234.26. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
