HNTB Construction Representative III in Philadelphia, Pennsylvania

What We're Looking For

We are currently seeking a Construction Representative III to continue to grow our Pennsylvania Construction Services practice. We are looking for collaborative, self-starters with at least 6 years’ field/office engineering or inspection experience. Preferred experience includes building construction projects. Experience working with SEPTA, DRPA and the City of Philadelphia, and/or other local agencies is highly desirable.

Primary Focus Will Include:

  • Performs office management engineer work when needed including but not limited to; assists change manager and project manager in contractor claims and disputes. Tracks, reviews and processed RFIs and submittals and performs constructability reviews.

  • Inspects, monitors, and oversees construction field work tasks and activities on a project to ensure conformance to plans and specifications. Administers KPIs and budget, reads and interprets complex contract documents to ensure compliance.

  • Performs or oversees on-site material testing.

  • Reviews plans and specifications to determine material requirements (quantities and qualities).

  • Responsible for tracking of item quantities and preparing pay estimates and ensures that procedures and materials comply with plans and specifications.

  • Initiates field changes to drawings and specifications and identifies discrepancies or conflicts within the documents.

  • Reviews contractor’s daily construction reports for accuracy, thoroughness, and consistency. Prepares weekly progress reports.

  • Consults with Construction Manager on work progress and construction problems, proactively recommends solutions, assists in the resolution of issues, and acts as a liaison with the engineer of record.

  • Remains current and knowledgeable of industry technology and tools used to perform inspection work through industry resources, training, and research. Gains exposure to new technology and utilizes it to increase efficiency and accuracy of inspection tasks.

  • May lead daily assignments, mentor, and train employees. Monitors internal HNTB project controls as directed.

Preferred Qualifications and Skills:

  • Certified Construction Manager (CCM), Professional Engineer (PE), Construction Manager in Training (CMIT), or Engineer In Training (EIT)

  • Proficiency with computer applications including Microsoft Word, Excel, PowerPoint, SharePoint, Bluebeam, & Adobe, mobile devices such as tablet computers, and CM software programs.

  • Familiarity with engineering, architectural, and construction documents.

  • Strong written and oral communication skills, including the ability to maintain good working relationships with project team, clients, and contractors.

  • Ability to anticipate problems, proactively develop solutions to overcome those problems, and discern when escalation is necessary.

  • Some flexibility to work hours dictated by the Contractor’s schedule

  • Performs office management engineer work when needed including but not limited to; prepares documentation for change orders, reviews change order scope of work, schedule and cost, processes and maintains tracking logs for RFIs, submittals, pay estimates, and other deliverables. Assists in constructability reviews.

  • Inspects, monitors, and oversees construction field work tasks and activities on a project to ensure conformance to plans and specifications. Reads, interprets, and confirms compliance with applicable contract documents.

  • Performs or oversees on-site material testing. Reviews plans and specifications to determine material requirements (quantities and qualities). Responsible for the tracking of item quantities and preparing pay estimates and ensures that procedures and materials comply with plans and specifications.

  • Initiates field changes to drawings and specifications and identifies discrepancies or conflicts within the documents.

  • Reviews contractor’s daily construction reports for accuracy, thoroughness, and consistency.

  • Responsible for maintaining as-constructed drawings and monitors contractors progress to analyze against progress schedule.

  • Consults with Resident Engineer on work progress and construction problems, proactively recommends solutions, assists in the resolution of issues, and acts as a liaison with the engineer of record.

  • Remains current and knowledgeable of industry technology and tools used to perform inspection work through industry resources, training, and research. Gains exposure to new technology and utilizes it (GPS/Rovers) to increase efficiency and accuracy of inspection tasks.

  • Mentors and trains staff.

  • Performs other duties as assigned.

Minimum Qualifications:

  • Associates degree in relevant field and 6 years relevant experience.

  • Bachelor's degree in Construction Management or related field and 4 years relevant experience.
