HNTB Deputy Program Manager in San Jose, California
What We're Looking For
Manages one or more functional areas of a program including procurement, contract management, design, construction, project controls, quality management, financial planning, risk management, operations and maintenance. Works with Program Manager or Sr Program Manager to learn other areas of PMC services and the connections between them.
Direct the development of the integrated and comprehensive program-level Quality Management System (QMS) requirements, standards, and procedures; ensure consistent implementation within FTA and across all Projects.
Assess and identify critical issues early as preventive measures and develop mitigation plans to resolve them to facilitate effective project quality design and construction contracts.
Monitor, manage, implement and direct quality efforts to meet performance measures and standards required for successful implementation within the organization. Provide Quality Assurance (QA) oversight for contracts to assure compliance with standards and policies for maintaining high-quality work and work products. Must have FTA/FRA experience
Primary Focus Will Include:
Establish, manage, and implement the quality policy
Manage oversight team to ensure that 4 for 4 HNTB quality is being followed and delivered
Coordinate, liaise and manage quality-related interfaces within the client's organization and the FTA
Identify critical issues which could cause project delays or compromise standards of quality on any project, including procurement contract reviews
Preferred Qualifications and Skills:
12 years of relevant experience
Professional Engineer (PE) certification
American Society for Quality-Certified Manager of Quality(CMQ/OE) Certification
Project Management Professional (PMP)
What You'll Need
Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA). Leads or actively participates in client contract scoping and negotiations.
Serves as the primary client liaison and manages the project team to deliver the scope, schedule and budgets to completion and to the client’s satisfaction. Leads client contract scoping and negotiations.
Performs technical discipline tasks, including analysis, reports, design, specification, and production for assigned projects.
Implements the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives.
Responsible for/oversees project staffing, including, but not limited to; recruitment, development, retention, and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.
Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships, and pursuit efforts for mini-mega and mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, mini-mega, and mega projects to the client as well as general presentations within the industry and community.
May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.
Performs other duties as assigned.
Bachelor’s degree in Engineering and 10 years of relevant experience
2 years of successful management of engineering projects
What You'll Need
Supports the Program Manager by effectively managing and delivering PMC services in the area or area(s) assigned.
Resolves issues of moderate financial impact, seeks guidance from Program Manager for issues of greater financial or business risk to the client.
Identifies and brings to the Program Manager potential areas to increase HNTB’s presence and revenue with the client as appropriate.
Builds and maintains positive relationships with clients at the comparable organization level, actively attending and building relationships within local and state industry organizations.
Identifies staffing needs for the delivery of services for their area(s), providing direction and oversight to staff, client staff and subcontractors.
Participates in the development of client service action plans and client project reviews.
Performs other duties as assigned.
Bachelor's degree in Civil Engineering, Construction Management or related discipline
