HNTB Procurement/Contracts Professional in Washington, District Of Columbia

What We're Looking For

The time is right to join HNTB! We are seeking a Procurement/Contracts Professional to join our Transit practice in Washington, D.C.

Primary Focus Will Include:

  • Mentors and supports project team members in all aspects of contract interpretation and compliance, risk management, and change management protocols. Coordinates and collaborates with the project team, Business Processes and Project Controls groups, and maintains a positive working relationship with client staff and, specifically, the client procurement team.

  • Works closely with HNTB’s consultants and client staff to evaluate, develop, and facilitate competitive solicitations to adhere to client schedule requirements. All work must be recorded, tracked, and follow internal quality standards.

  • Works closely with HNTB’s consultants and client staff to administer contracts, ensuring that the client receives the specifiedservices and/or materials in accordance with the contract terms and within budget and the schedule using the agreed uponmethods for delivery.

  • Maintains a thorough understanding of the existing procurement policies and processes for the contract. Reviews these policiesand processes for improvements, enhancements or clarifications. Directs the preparation, modification and implementation ofprocurement policies, procedures, instructions and guidelines. Coaches subordinate consulting staff to ensure compliance withthe current policies and procedures.

  • Supports the development and review of all correspondence and other key communications between the project team and theclient, and between the Procurement Staff and vendors for contract compliance, liability considerations, transfer of risk, andpotential changes or claims.

Preferred Qualifications and Skills:

  • Experience working for or with a public agency; transit agency preferred.

  • At least 2-3 years-experience must involve working with Professional Service contracts.

  • Must have proven experience working in a very high-volume Procurement/Contracts role, involving the ability to multi-task daily.

  • Must be able to work with minimal direction or guidance and have previous experience in a Procurement/Contracts role that required making recommendations or decision making.

  • Must have outstanding written and verbal communication skills.

  • Must have proven experience in working with electronic procurement software applications (e.g. SharePoint, Peoplesoft,Procore, etc.)

What You'll Need

Essential Responsibilities:

  • Oversees daily operations of program to ensure all service level agreements are achieved. Monitors and maintains all financial records to ensure budget and financial objectives are achieved.

  • Reviews and resolves invoice discrepancies and accruals.

  • Ensures program adheres to all HNTB policies and procedures and confirms that the enterprise approach and standards are implemented across the firm.

  • Maintains relationships with vendors and contractors. Negotiates with current and potential vendors to ensure optimal contract terms relative to new technologies, methods, workflows, and business models. Develops strategic relationships with vendors, enables partnership engagements and communicates their capabilities internally.

  • Monitors and assesses constantly changing client and local office needs. Implements updates and changes as needed and appropriate.

  • Controls costs by benchmarking and implementing efficiencies.

  • Manages and negotiates contracts to ensure competitive pricing, price protection, and service levels. Regularly meets with vendors to review contracts, evaluate vendor performance and consider future opportunities. Initiates, creates and facilitates the bid process for products and services.

  • Develops and introduces better utilization of products and services. Implements suggestions, securing measurable savings. Researches and provides feedback to end users for products and services.

  • Performs other duties as assigned.

Minimum Qualifications:

  • Bachelor's degree in Procurement, Purchasing, Supply Chain Management, Business or relevant degree

  • 7 years relevant experience

  • In lieu of education, 11 years related experience
