HNTB Senior Project Lead II - Rail/Transit in Washington, District Of Columbia

HNTB is seeking a transit-minded Senior Project Lead to support the capital program of its client, which is a major provider of public passenger rail and bus services in the Washington DC region (the Client). With $25 billion in capital needs and $1.5B in annual dedicated capital funding, the Client has called on HNTB to play a significant role in making Client’s capital dollars go farther and faster through comprehensive and coordinated project delivery strategies. In this role, HNTB is supporting the Client to drive organizational change, improve processes, and establish good practices.
Working concurrently with both HNTB and the Client’s internal department overseeing project development, implementation and planning (the Department), you will be a key member of the HNTB group leading the implementation of new systems and projects for the successful delivery of new and rehabilitated operational assets.
In this role, you will coordinate with the Department and with task managers throughout the Client organization to assist in transforming their design, project management and construction management needs from ideas into viable projects contracted out to third-party engineering and consultant firms (Task Orders). Task Orders cover disciplines that include transit operations, facility improvements, new systems, and staff augmentation.
You will conduct monitoring, oversight, tracking and reporting of the Task Order lifecycle. You will simultaneously track multiple Task Order projects and keep meticulous records of their progress. This includes stewarding Task Orders through an established standard documentation and tracking structure, which you will quickly master, own, continuously improve, and build upon. You will monitor Task Orders to assure they remain within budget and schedule.
Other duties include:
Participate in Client internal meetings
May be embedded with the client
Submit period reports on specific metrics and updates.
Complete tasks and special projects on behalf of the Department and/or HNTB
Conduct cost control on projects and quality control within discipline
Plan the phases of projects and Task Orders
Serve as technical liaison for both the Department and HNTB for work within the disciplines
Coordinate invoicing of third-party engineering and consultant firms, and manage deliverables with client task manager
Coordinate the close-out of completed Task Orders
Keep HNTB management abreast on ongoing activities and advise on the best way to resolve problems and overcome challenges within the Client and the Department.
Oversee completeness and accuracy of the project team’s work. Guide team to overall project objectives.
Assist with project management duties.
Perform other duties as assigned.
The Ideal Candidate
The ideal candidate is action-oriented with strong complex-problem solving skills, and able to easily toggle between strategic level planning to detailed tactical execution. He or she will be expected to build upon demonstrated previous experience in roles requiring meticulous organization, timely correspondence, skillful communications, and the ability to juggle competing priorities in order to assure obstacles in the way of the development of Task Orders are resolved.
The environment is ever-changing and constantly evolving. The successful candidate must be comfortable with ambiguity, and able to work both autonomously and as a team member, as required by the task at hand.
While a background in engineering and/or technical experience is not required, it would be considered an advantage in understanding the requirements of capital projects and Task Orders, as the successful candidate will work with engineers on a daily basis, and will be expected to understand and communicate about technical matters.
Preferred qualifications for consideration:
12 years relevant experience that demonstrate meticulous organization, timely correspondence, skillful communications, and the ability to juggle priorities.
Demonstrated experience working with and communicating on matters related engineering and/or technical matters.
Confidence in speaking with management about work being accomplished, respond to questions, and explain challenges that require attention.
Outgoing personality. A natural relationship-builder. Able to tactfully navigate large organizations and competing stakeholders.
Ability to thoroughly manage, track and report large amounts of data.
Microsoft Office proficiency, with an emphasis on Excel and Sharepoint.
Excellent written skills.
Qualifications that will be highly valued (but not required):
Advanced mastery of Excel
Knowledge of design processes
Experience in a transit organization
Experience in a public sector organization
What You'll Need
Actively manages project scope, schedule and budget. Serves as the primary client liaison to bring the schedule, budgets and scope of work to completion and to the client’s satisfaction.
Performs technical discipline tasks including research, reports, design, specification and plan preparation to ensure the most efficient and cost-effective execution of assigned projects.
Implements the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project.
Develops project scope and fee quotation, and assists in the preparation of proposals and contracts.
Coordinates work efforts and reviews of work performed by project team. Supervises and mentors team to overall project objectives.
Oversees project staffing with departments, offices and divisions.
Performs other duties as assigned.
Bachelor's degree in Engineering
12 years relevant experience
4 years project management experience
