HNTB Resident Engineer II in Chicago, Illinois

What We're Looking For

We are currently seeking a Resident Engineer II for our Chicago, Illinois, Construction Services team to continue to grow our Great Lakes Division practice. We are looking for collaborative, self-starters with at least 12 years’ construction management experience on heavy civil projects such as bridge, roadway, and aviation. Experience working with the City of Chicago, Chicago Department of Transportation, Illinois Department of Transportation, Cook County and Tollway agencies is highly desirable. The Resident Engineer II will be responsible for coordination and monitoring of all field construction administration activities to ensure construction projects are completed in compliance with the design and contractual documents, within budget, and on schedule.

This opportunity entails being responsible for overall field management of HNTB's contract, administration and coordination on projects of a diverse and complex nature. Monitors activities of assigned staff for conformance with contractual requirements. Provides technical leadership for complex or unique assignments. Reviews drawings, specifications, and installation procedures for constructability. May recommend changes to design. Represents projects at meetings and conferences. Typically responsible for running projects of $10M or greater in construction value and key role in mega project pursuits.

What You'll Do:

  • Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).

  • Coordinates project activities establishes priorities and staff to jobs. Prepares Summary Inspection Report of Daily activities. Monitors contractor progress and compares with the reviewed progress schedule. Resolves technical field issues, and coordinates with Architects and Engineers for timely and accurate responses to requests for information.

  • Oversees project controls including checking contractors’ controls and coordinating schedules, reviews constructors schedule.

  • Reviews submittals for conformance to plans and specifications. Develops strategies with the contractor to create submittal packages that conform to schedule requirements.

  • Implements the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives. Identifies and resolves non-compliant work.

  • Provides interpretation and enforcement of contract plans and specifications. Develops strategies with the contractor to create submittal packages that conform to schedule requirements.

  • Confirms change order requests, develops estimates, negotiates costs, and writes change orders.

  • Provides cost control on projects and quality control within discipline.

  • Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships and pursuit efforts for mini-mega and mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, mini-mega, and mega projects to the client as well as general presentations within the industry and community.

  • May be responsible for the recruitment, hiring, development, and retention of construction staff, including development of plan for staff reporting, performance and compensation reviews, and succession.

  • Performs other duties as assigned.

What You'll Need:

  • Bachelor's Degree in Engineering and 10 years construction related experience.

  • Fundamentals of Engineering certification.

  • All jurisdictional certificates.

What You'll Bring:

  • Act as the primary on-site liaison between Client, Contractor, and company personnel for resolution of project issues.

  • Coordinates daily observation of contractor activities and reviews Inspector’s Daily Reports.-Reviews verification of materials and tracks quantities.

  • Prepares and negotiates Work Change Directives and Change Orders.

  • Reviews and approves monthly contractor progress payments.

  • Monitors contractor progress compared with progress schedule and budget.

  • Leads project meetings.

  • Works with contractor and client to resolve conflicts in the field.

  • Draft responses to Contractor's correspondence as required.

  • Monitors activities of assigned staff for conformance with contractual requirements.

  • Provides technical leadership for complex or unique assignments.

  • Provides guidance, training, and mentorship to inspection staff.

  • Performs constructability and schedule reviews.

  • Manages contract close-out.

  • Ensures compliance with federal, state, and local agency construction administration policies.

  • Fosters a safety culture on the project site.

Preferred Qualifications and Skills:

  • 12 Years of relevant experience.

  • Experience on alternative delivery projects, including GC/CM and/or Design-Build.

  • OSHA 30 Hour Safety Training Certification

  • Understanding of construction methods, including standards, equipment, processes, and safety considerations, and an ability to reads and interpret complex contract documents.

  • Strong written and oral communication skills, including the ability to maintain good working relationships with project team, clients, and contractors.

  • Ability to anticipate problems and proactively develop solutions to overcome those problems.

  • Proficiency with computer applications including Microsoft Word, Excel, PowerPoint, SharePoint, Bluebeam, & Adobe, mobile devices such as tablet computers, and CM software programs.

  • A valid driver’s license and good driving record.

  • Work frequently requires working at client’s job site, construction trailer, and in a field environment. Work may sometimes require working in inclement weather, working in a construction site, being exposed to heavy construction equipment, and walking.
