HNTB Transportation & Community Lead (Project Manager) in Los Angeles, California

What We're Looking For

HNTB is seeking an experienced, organized, motivated Transportation & Community Lead (Project Manager) for our Los Angeles Office to support the Transportation Planning Group and support the firm’s renowned planning, design, and engineering services. The Transportation Planning Group is centered on applying comprehensive planning and design solutions to respond to shifts in the transportation industry, foster community development and create new innovations to meet the needs of our clients.

Ideal Candidate

We are seeking an individual with a minimum of 10 years of experience and well-versed in a range of community development and urban planning services, including but not limited to transit planning, network redesign, and technological integration, Complete Streets, emerging mobility policy, planning and design, area-wide and corridor planning, Transit Oriented Development (TOD), Transportation Demand Management (TDM), parking and curbside management, and equitable policies, performance planning and engagement practices.

The ideal candidate shall have experience in managing complex projects and working alongside multiple team members, including primes, subconsultants, and third-party vendors. They must be well-versed in research and technical aspects of transportation planning. They may lead and/or support major tasks on large-scale project and manage entire projects and teams on small-scale planning projects. They must understand concept development through project implementation and the methods required to achieve success.

Essential Responsibilities:

  • Support studies and planning activities related to multimodal transportation projects.

  • Conduct transportation and land use related research and documentation.

  • Assist in formulating and conducting technical planning studies in a timely and efficient manner and present results in concise, well-written documents.

  • Finalizes production of transportation planning studies, environmental documents, and reports.

  • Coordinates with subconsultants and in-house personnel on a regular basis to complete assigned tasks.

  • May oversee the work of less experienced staff.

  • Final production of graphical materials associated with public meetings, presentation drawings, reports, etc.

  • Perform and reviewing technical analysis utilizing Geographic Information Systems (GIS) modeling tools.

  • Prepare graphical materials in support of transportation studies.

  • Uses technical software to perform project analysis.

  • Assists in the preparation of scopes of work, fee proposals and responses to RFP’s.

  • Business development and marketing, including proposals and team development and building partnerships

  • Willingness to travel for project meetings, engagement activities, and pursuit interviews

What You'll Do:

  • Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).

  • Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client’s satisfaction. Assists with client project scoping and contract negotiations.

  • Leads and prepares design documents, technical plans, written reports on projects.

  • Implements the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives.

  • Performs coordination with managers on project staffing, including, but not limited to; recruitment, hiring, development, retention, and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.

  • Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships and pursuit efforts for strategic and mini-mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic and mini-mega projects to the client as well as general presentations within the industry and community.

  • May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.

  • Typically responsible for management of project team(s) for one or more strategic (<$1M) projects, or may lead and/or work as a discipline lead on a mini-mega ($1M to <$5M) project management team.

  • Performs other duties as assigned.

What You'll Need:

  • Bachelor's degree in Planning, Landscape Architecture, Urban Design, Engineering, Geology, Biology, Environmental Science, Anthropology, Archaeology, or related field and 8 years relevant experience

  • 2 years of task management or Deputy PM experience

What You'll Bring:

  • Winning, contracting, and successfully delivering 4for4 (on-time, on-budget, quality, client satisfaction) on smaller projects. Identifying and escalating risk and change management issues, with oversight from more experienced staff.

  • Leading a team for a smaller project or task order with no or few subconsultants.

  • Using system tools to manage, monitor, and deliver smaller projects or task orders.

  • Leveraging the Office Management Team to assist in implementing HNTB Sophisticated processes as applicable to the project.

  • Interfacing with your client-level peer on a smaller project or task order.

  • Providing technical guidance to team and task leads as well as performing portions of the technical work.

What We Prefer:

  • Master's degree in Business, Project Management, Landscape Architecture, Planning, Urban Design or related field.

  • American Institute of Certified Planner (AICP), Registered Landscape Architect (RLA), Registered Architect (RA), Certified Environmental Professional (CEP)

  • 10 years relevant experience

  • Demonstrate recent consultancy experience or for candidates from agency backgrounds, a strong aptitude for scoping and communicating project approaches

  • Strong technical writing and oral presentation skills

  • Demonstrate experience in quantitative transportation analysis and translating technical findings into actionable recommendations (e.g., process, implementation, cost, etc.)

  • Demonstrate advanced proficiency in Microsoft product and analytical programs

  • Highly desirable:

  • Demonstrate advanced proficiency in GIS and/or Adobe Creative Suite

  • Active member and participant of planning, engineering, design or community-based organizations and industry associations

The approximate pay range for Los Angeles Metro Area and Orange County, CA is $120,825.80 - $188,983.93. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
