The Sr. Transit System Safety Specialist will provide technical assistance and expertise in system safety engineering applications for rail, rail transit, and bus transit systems, at both management and operational levels for client services, within the framework of FTA and FRA safety program regulatory requirements. This position requires technical support to safety program management in the development and preparation of safety program deliverables for various project types, including Design, Design-Build, and Program Management/Construction Management. The Sr. Transit System Safety Specialist will support safety management in the execution of safety program compliance reviews, audits, inspections, and will conduct verifications associated with safety certification program requirements, including those required on site.

What You’ll Do:

  • Assists in the development, implementation, and oversight of safety program and emergency management requirements. Supports client leadership in the implementation of their safety program: attends meetings, assists in investigations, and monitors activities for compliance with the Safety Management Systems (SMS) policies and procedures.

  • Develops, coordinates, and conducts technical studies, evaluations, and reports for project issues relating to system safety. Prepares audit reports and corrective action reports and assists in the development and delivery of customized safety training programs.

  • Develops and reviews hazard analysis documents (i.e., Preliminary Hazard Analysis (PHA), Fault Tree Analysis, Operations Hazard Analysis (OHA) and mitigation programs.

  • Performs internal safety audits to assess the adequacy and compliance to client, state and federal statues and standards. Assists in managing safety to better control risk, quickly detect and correct safety issues and more accurately measure safety performance.

  • Observes, summarizes, and creates formal written reports delivered to the client for assessment and action. Reviews and analyzes data associated with established safety performance metrics for trend analyses and to recommend corrective actions. Prepares reports for government agencies, American Public Transportation Association (APTA), and as requested.

  • Utilizes knowledge of regulatory agency requirements to interpret various safety, quality and environmental standards and codes and apply them to the assessment of conditions evaluated during inspections. Interface as required with project personnel to ensure consistency in the application of safety and security requirements across project lifecycle.

  • May review project design plans, drawings, and supporting documents to assure required safety design criteria and technical safety requirements are incorporated.

  • Performs other duties as assigned.

What You’ll Need:

  • Bachelor’s degree in relevant discipline and 8 years relevant experience in the field of safety.

  • In lieu of education, 12 years relevant experience

What You'll Bring:

  • Extensive knowledge of FTA and FRA Safety Program regulations.

  • Thorough knowledge and application of industry hazard/risk management methods in design, operations, and maintenance of transportation systems and facilities.

  • Experience in conducting Job Safety Analysis (JSA), and Site Safety Reviews

  • Associate Safety Professional (ASP) or Certified Safety Professional (CSP) certifications

  • Excellent oral and written skills, along with the ability to communicate effectively with internal project staff, clients, and contractors to inform, evaluate, and resolve safety issues.

  • Utilize techniques used in determining and implementing corrective/preventive procedures.

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations

  • Must possess excellent report writing skills along with analysis and data reporting skills and a high level of interpersonal skills.

  • Proficiency with all Microsoft (MS) Office programs is necessary, including familiarity with SharePoint and associated software packages.

  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

What We Prefer:

  • Safety experience in the transportation industry (rail, bus, transit, infrastructure, and operations)

  • Strong background in principles, practices and techniques used to conduct system safety audits, environmental safety surveys, inspections, and accident investigations.

The approximate pay range for New York is $105,065.91 - $205,417.32. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
