The HNTB New Jersey office is seeking a candidate for the position of Senior Real Estate Acquisition Specialist to join our Team and work on projects in the New Jersey area. Duties involve a variety of tasks in support of property acquisition, relocation assistance, and condemnation support services for clients including the New Jersey Department of Transportation (NJDOT). Tasks involve property impact analysis, highway access impacts, mitigation opportunities analysis, site visits, appraisal plans and reviews, presenting offers, and communicating with property owners and public agencies. Works individually and as a Team member with public agencies and private individuals to identify, negotiate, and assist with the purchase of real estate for public and private construction projects. Familiar with real estate property practices and the handling of ROW encroachment issues.

Candidate should be familiar with all Preliminary Engineering and Final Design Activities within a project, as they relate to ROW design and deliverability. Must be able to work with various disciplines in identifying ROW needs, mitigating impacts as they relate to schedule delivery and milestones. Working knowledge of Primavera Schedule or CPM software equivalent and PAECETrak/BEMs Systems preferred. The candidate will also lead efforts to implement the NJDOT State Highway Access Management Code (NJAC 16:47) on projects where private property access is impacted including the preparation of Project Access Plans, Access Impact Summaries, Access Impact Assistance Reports and Access Cut-Outs.

  • Conducts site visits, visual property inspections for potential impacts and meetings with property owners as required

  • Reviews and interprets right of way maps, property descriptions and plats, construction plans, schematics etc. as they relate to right of way tasks.

  • Prepares ROW Report and assists in ROW Impact Plan creation, assists in the initiation of appraisal plan, reviews and interprets appraisal reports

  • Works with design engineers and staff to provide right of way costs estimates, recommendations for route selections as it pertains to right of way impacts, provides access impact guidance and recommendations during CD & PE activities

  • Prepare documents/packets for acquisition, relocation assistance and condemnation support services.

  • Communicates with property owner(s) to be displaced and all stakeholders, including but not limited to: clients, public agencies, attorneys and courts, utility company coordination, associated with ROW duties.

  • Support services during the negotiation process of property.

  • Reviews and formulates title curative plans for acquiring right of way

  • Executes the utility engineering process for NJDOT and other clients

  • Performs other duties as assigned.

What You’ll Do:

  • Performs advanced real estate property analyses, appraisals, purchases, and lease and asset management.

  • Develops cost benefit and comparative analyses of financial and non-quantitative criterion the alternative properties and transactions.

  • Conducts and/or provides lead direction to others conducting surveys to locate, evaluate and acquire real estate property.

  • Develops project plans, time tables, budgets and contracts to meet client's goals.

  • Interprets company policy for Right of Way agents regarding purchase of property, or payments and terms of agreements for permits and easements to install facilities on property belonging to other parties.

  • Assists in litigation activities and serves as expert witness.

  • Performs other duties as assigned.

What You’ll Need:

  • High School Diploma/GED or equivalent

  • 8 years Real Estate/Right of Way experience

  • Sr. Right of Way Agent (SRWA), Real Estate Sales or Broker license

What We Prefer:

  • Associate degree

  • 10 years Real Estate/Right of Way experience

  • Experience with NJDOT, NJTA, PANYNJ, NJ Transit or other public agencies.
