Key Responsibilities:
In this position, you will be part of project controls staff performing various functions such as schedule development, oversight of design-build contractor schedules, schedule analysis, and delay claim support. In this position, you will:
Monitor, track, analyze, forecast and report on program and project schedules, including Integrated Master Program Schedule (IMPS), and contractor baseline schedules and progress updates.
Leads efforts on behalf of owner to review contractor schedule submittals, including proposed work breakdown structure, baseline schedules, monthly progress updates, recovery schedules, and other contractual schedule submittals.
Supports project controls team in analyzing contractor monthly progress updates and claimed progress.
Works with other project controls disciplines to review proposed schedule of values from contractor, and to develop claiming rules that are reasonable and support accurate but timely assessment of progress and review of monthly claimed progress.
As needed, maintains a shadow schedule to properly document project progress should contractor schedule updates be insufficient, delayed, or otherwise not available.
As required, supports implementation and ongoing operation of earned value management systems.
Generates schedule assessment reports to summarize findings from review of contractor schedule submittals.
Supports development and updates to IMPS, including recommending appropriate level of integration with contractor schedules.
Assisting the project controls team in implementing processes to optimize efficiencies and embed quality.
Work with subject matter experts (SME’s) in estimating, risk management and cost management to ensure consistencies across other project controls disciplines for project and program level reporting.
Utilizing productivity tools such as Microsoft Office (Word, Power Point, Excel, Visio, etc.) to document information, findings, observations, recommendations.
What You’ll Do:
Works on multiple scheduling projects as a project leader or project advisor within functional teams.
Develops and maintains sustainable Enterprise level scheduling processes and procedures.
Creates complex scheduling models. Prepares and analyzes master project/program schedule.
Oversees a database or “warehouse” of scheduling data recorded and tracked from each job.
Participates in client presentations as required.
Participates in and coordinates with other project controls areas.
Participates in labor projections in support of department staff planning.
Supports department growth by participating in business development and marketing efforts.
Provides support, guidance, or subject matter expert services in RFP development to aid in pursuit development.
Provides schedule support for claims analysis (e.g., using contractor claims, delay cost estimates, time impacts, etc.).
Serves as Subject Matter Expert in VE Studies.
Analyzes contract documents/construction documents (plans and specifications) to translate scope of work, milestones, contract time, and/or construction phasing and sequencing into the schedule.
Leads the planning effort alongside Project Manager, collaborates and makes recommendations to project management team in planning the work, including developing Work-Breakdown Structure (WBS), estimating durations, and sequencing the work (hard restraints and soft restraints).
Independently develops new project schedules for complex projects using scheduling software. Maintains project schedule including progress updates. Communicates status of schedule and key risk areas to members of project management team.
Performs schedule risk analysis, including quantitative risk analysis.
Performs schedule analysis to include critical activities, risk areas, key milestones and significant changes to schedule. Develops “what if” scenarios to explore alternate sequencing in order to mitigate or avoid schedule delays. Revises forecasts and evaluates impact of delay.
Prepares reporting from schedules including EVA analysis, integration of cost and schedule.
Performs contemporaneous schedule analysis.
Performs detailed review of contractor schedule submittals, including baseline and progress update
Quality controls all scheduling deliverables prepared by support staff
Supports the preparation of procurement documents related to scheduling specifications.
Mentors Schedulers I, II, and III if applicable and may serve as technical lead.
Performs other duties as assigned.
What You’ll Need:
Bachelor's degree in Engineering, Architecture, Construction Management, or Business and 9 years relevant experience, or
In lieu of education, 13 years relevant experience
What We Prefer:
Knowledge of the Public Sector Transportation industry specifically the areas of Project Controls and Scheduling.
At least fifteen (15) years of project experience in performing similar project controls functions such as schedule development, schedule evaluation, contractor scheduler review, and time impact analysis.
Master’s degree in areas related to Construction Engineering/Management or Business degree with market-specific work experience preferred.
Working experience and proficiency in Primavera P6 and related analysis and reporting tools.
Experience with Microsoft Excel as an adjunct data import/export and data analysis tool is preferred.
Strong understanding of scheduling standards and conventions, including development of work breakdown structures, best practices regarding schedule development, and conventions regarding analysis of schedules to assess delay
Demonstrated experience in developing and or analyzing schedules on design-build or other large transportation or transit infrastructure projects preferred.
Flexibility and adaptability to handle variety of assigned tasks and workload.
Clear and excellent communication skills – oral and written.
Certifications and membership in professional associations relevant to the subject area is preferred.

The approximate pay range for California is $129,045.64 - $229,364.34. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
